The Telcoin governance system is a set of institutions or rules systems tailored to managing and governing human and technological interactions with the Telcoin Platform, a blockchain-based, common pool resource system, and the flow of benefits it generates, including TEL issuance and a complementary set of blockchain goods and services.

Telcoin governance is authorized and responsible for providing for the maintenance and construction of the Platform, allocating the subtractable flow of TEL issuance, and determining and enforcing operational, collective, and constitutional-choice rules for interacting with the system and between actors.

    Appropriation and Provisioning Problems and Solutions

    CPR problems can be usefully clustered into two broad types: appropriation and provision.

  • Appropriation: Refers to the act of extracting or harvesting resource units from a CPR system. Appropriation is commonly referred to as mining or harvesting TEL throughout documentation.
    • Problems: The subtractive nature of the resource units, or the benefits generated by common pool resources, produce appropriation problems, such as exhausting the TEL supply to unsustainable levels, where participants must be incentivized to temper their consumption of an exhaustible resource.
    • Solutions: This is accomplished by various means, including agreement on the level of appropriation, the method for appropriation, and the allocation of output.
  • Provisioning: Refers to providing (planning and financing) goods and services facilities.
    • Problems: The public nature of the resource system creates provision problems, such as planning and financing improvements to Platform infrastructure, where participants must be incentivized not to free-ride on the efforts of others to provide the public good.
    • Solutions: An analysis of provision problems begins by considering the optimal size and productive nature of the resource facility in relation to the cost of providing that facility and the set of beneficiaries to be included.

    A more general way of thinking about the Telcoin Platform governance regime is as a set of rules that regulates the following:

  • Who is allowed to harvest TEL issuance from the Platform;
  • The timing, quantity, location, and technology used to harvest TEL issuance;
  • Who is obligated to contribute resources to plan, finance and coordinate the construction, maintenance, administration of the platform, its subsystems, and other public goods and services;
  • How harvesting and obligation activities are monitored and enforced;
  • How conflicts over appropriation and obligation activities are to be resolved;
  • How the rules affecting the above will change over time with changes in the performance of the resource system and the strategies of participants.
