Telcoin Network is an EVM-compatible, public blockchain secured by GSMA Operator Member, Mobile Network Operators globally using proof of stake consensus. The system serves as underlying blockchain architecture securing private property rights over digital assets and enabling on-chain protocols and applications such as TELx.

TELx is a network of liquidity pools on DeFi protocols that enable user-owned, automated, self-custodial exchange.

TAN, the application layer, is a network of mobile applications that are integrated with the Telcoin Platform and enable users to access its services.

The Telcoin Platform generates TEL, a scarce digital good with a maximum supply of 100B units, from the TEL Treasury at an annual rate of 10% of its inventory (1B TEL in year 1), for Miners to harvest. Telcoin Network destroys a portion of TEL gas fees paid each block and regenerates them in equal quantity to the TEL Treasury, ensuring sustained yield while maintaining a maximum supply of 100B units.

All GSMA members must follow the same process in order to participate in the position of Application Developer (Developer). The process is as follows.

Eligible participants must use the following authorization process to enter the position of Developer.

 The prospective developer, the Telcoin Association Operations UAB (TAO), or another forum member must submit an Application Developer authorizations proposal to the “Authorizations: Developers” section of the Telcoin forum.

 A Telcoin Association Operations UAB (TAO) or Compliance Council member may submit the authorizations proposal for the prospective Developer to the Compliance Council Snapshot.

 The Compliance Council will then approve(or deny) the Developer.

 Applications must stake TEL from their unique multi-signature wallet address to participate in mining issuance and governance.

Developer Authorizations

The Telcoin Platform is a blockchain based resource system (”platform”) that generates a flow of subtractive TEL units and a wide variety of other digital goods and services which can be harvested, consumed, and enjoyed by users. Miners, the constituent interest groups who co-produce and harvest benefits from the system, use a customized technology stack of mechanisms to alter the governance system itself, select council members, participate in decision-making processes that provide for system improvements, regulate the flow of TEL units, structure and enforce operational activities related to the system, communicate, and document information. We refer to this technology stack as the governance system infrastructure.

Miners

Actors

TAN consumers are Telcoin mobile application users who self-custody, exchange, transfer their assets using the products generated by all three layers of the Platform and pay fees each time they transact.

TELx users trade their assets using TELx liquidity pools and pay exchange fees.

Telcoin Network users store, transact their assets using Telcoin Network and pay gas fees to have their transactions included in blocks and secured to the blockchain.

The Telcoin Platform governance system is the prevailing set of processes through which the rules shaping the behavior of miners within the Telcoin Platform and between each other are set and revised. Constituted, represented, and protected legally by the Telcoin Association, Telcoin Platform governance is a polycentric, democratic system of self-governance in which the four miners, through various organizations, share collective power and control.

Governance System: Relationship to Harvesting Activities

Telcoin Platform governance is constituted legally as the Telcoin Association. The regime is a polycentric, democratic system of self-governance in which the four constituent Miner Groups elect officials to a diverse set of global, local and cross-jurisdictional Miner Councils who each possess considerable autonomy to make and enforce rules within their own circumscribed domain of authority. 

Miner Councils set, enforce, and refine the day to day operational rules for interacting with their jurisdictions of the Telcoin Platform, including setting TEL harvesting rules. The TAO, the Telcoin Association’s wholly-owned production and administration unit, serves to produce and administer collective goods at the direction and financing of the Association.

TEL Harvesting Activities: Overview

The following section describes the context and procedure encompassed by the Telcoin Improvement Proposal process (TIP), the process used by the Platform Council to make platform-wide social rules. 

 Forum members submit a proposal to TIP channel on the Telcoin forum.

 A Platform Council, TAO, or Compliance Council member decides to submits the proposal to the Platform Council Snapshot page.

 The Platform Council must vote with 6/8 approval within 120 hours (5 days) from Platform Council snapshot proposal submission, or else the proposal will not pass.

 The Compliance Council may veto a TIP by submitting a veto proposal to the Compliance Council discord.

 The Compliance Council must vote to veto the proposal within 72 hours after it is approved by the Platform Council, or else the proposal will be approved.

 The Platform Council either implements the proposal itself or works with the TAO or other third parties to implement the update.

 The Proposal Author from the Platform Council coordinates with the TAO (or another administrator as determined by the Platform Council) to update 

 If the proposal is affirmed through the TIP process, it will be implemented according to the specification outlined in the proposal.

Telcoin Improvement Proposal (TIP) 

The Telcoin Governance Improvement Proposal process (TGIP) is the constitutional-choice process by which the Miner Assembly, including all four Miner groups as one collective unit (Stakers, Developers, Liquidity Miners, Validators), proposes, ratifies, and implements changes and upgrades to the Telcoin Governance System. Each Miner Group must simultaneously or sequentially approve of the same TGIP proposal in order for it to be ratified and implemented. All aspects of the Telcoin Governance System may be altered using the TGIP process.

Using the IAD framework, we provide a set of inputs that are processed by actors into outcomes that are evaluated, with feedback effects.

 An overview of the factors that encompass all aspects of the social, cultural, institutional, and the material environment that sets the context within which the TRIP process takes place.

 The interactions that take place by and between actors in the TGIP process and the possible resulting outcomes.

 A Telcoin forum member submits a TGIP to the Telcoin Forum, using the TGIP template to propose an improvement to the Telcoin Governance System.

 Miners with 2% of their Miner Group’s voting power or Telcoin Association Operations UAB (TAO) members submit the same, properly codified TGIP proposal to each of the Miner Group snapshots.

 Within 168 hours of submission to their respective snapshot, all miner groups must approve of the TGIP proposal with an approval rate of 80% and a quorum requirement that 20% of the total voting power in reach group must participate in all Miner Group votes.

Telcoin Platform: Production and Consumption Activities

Each year, all four Miner Groups elect a new set of Council Members to represent their interests on Miner Councils. The following section first provides context by describing the attributes of the system involved, the actors, and the governance system which structure election ceremonies and then describes the election ceremony process, its outcomes, and evaluative criteria that could be used by to determine which outcomes the community would deem satisfactory.

 Candidates submit their nomination applications to the proper channel on the Telcoin forum.

 The TAO submits election proposals for all of the Miner Councils to each Miner Group including all valid nominees from the forum, submitted to all four Miner Group Snapshots for voting.

 Miners vote for candidates over a 7 day period from the time the election proposal was submitted.

 After the 7 day election period ends, newly elected Council Members are automatically transferred a governance NFT conferring them proposal and voting rights over their jurisdictional domain and an ongoing stream of TEL issuance.

Elections are annual ceremonies in which the Miner Groups elect all of their representatives on Miner Councils.

Elections

Serve as the on-chain representation of councils and constituencies. Each council and constituency has its own Gnosis Safe that executes transactions that are approved by Snapshot vote.

Compliance Council and TAO will have Safes on 

 Mainnet. These safes will be deployed and are responsible for modifying Snapshot configurations once Governance matures and Snapshot is configured via ENS instead of EOAs.

Operational multi-signature Safes for holding and allocating TEL (eg Legal Issuance, TAN Incentives Stock).

These Safes are the on-chain representation of Miner Councils and Miner Groups. Each council and constituency has its own Gnosis Safe that executes transactions that are approved by Snapshot vote.

These safes will be equipped with the three Zodiac modules listed.

The Zodiac Reality module executes transactions on behalf of the safes according to Snapshot votes.

In the first phases of governance, these safes will have some number of trusted signers on them, in case things are misconfigured. Once governance is proven to work over a long time period, these signers will be removed. If a safe with no signers is properly configured with Snapshot + Zodiac Reality, then Snapshot becomes the
